Swindon councillor gains advanced finance qualification amid growing concern over local budget pressures

At a time when financial transparency sits high on the public agenda, one of Swindon’s leading Conservative figures has reached an important professional milestone. Councillor Dale Heenan, the party’s Shadow Cabinet Member for Finance, has been awarded the Advanced Diploma in Management Accounting from the Chartered Institute of Management Accountants (CIMA), one of the world’s most respected professional bodies in the field.

Cllr Heenan, who also chairs the Council’s Corporate Overview and Scrutiny Committee and serves as Deputy Leader of the Conservative Group, plays a pivotal role in examining Swindon Borough Council’s £200 million budget and providing challenge to the current administration. His new qualification, earned after completing a demanding programme, strengthens his standing as one of the Council’s most prominent voices on financial governance.

Speaking about the achievement, he said the motivation behind his studies was simple:
“Financial literacy is not a luxury, but a necessity. I wanted to ensure our decisions are not only sound but strategic. Management accounting isn’t just about figures on a page — it’s about using information in a way that balances immediate pressures with long-term sustainable budgets, and recognising the opportunities that can change how we deliver for residents.”

He also highlighted the distinction between traditional financial accounting — which focuses on statutory reporting and presenting an accurate record of past performance — and management accounting, which uses financial and non-financial data to guide future decisions, shape strategy and support effective planning.

Cllr Heenan did not shy away from the wider context, reiterating long-standing concerns about Swindon’s financial position.
He said the Council’s claim of a previous-year surplus masked a need for £5 million in savings, adding that the authority is now spending £19 million more than it can afford, with a predicted £28 million overspend on the horizon.
“As I warned months ago, the Council is facing an unavoidable reality. A second request to the Government for financial support is now the only way to avoid the prospect of bankruptcy,” he added.

Cllr Gary Sumner, Leader of the Opposition, welcomed the news of Heenan’s achievement:
“Cllr Dale Heenan has been raising concerns about the state of Swindon’s finances for some time. His qualification demonstrates the level of rigour and foresight we believe should underpin public service.
