Calls Grow for Fairer Service Charges in Retirement and Leasehold Homes

Fresh concerns are being raised over the way service charges are applied to retirement and leasehold properties, with local councillors in Swindon warning that residents are being left exposed to unfair costs and unclear agreements.

Cllr Lawrence Elliott spoke out after hearing numerous stories from older residents who have faced spiralling charges, hidden fees and contracts that offer little clarity. He highlighted findings from a Law Commission investigation, pointing to examples where so‑called “event fees” are applied when a property is sold or sub‑let, and even after an owner’s death. Families have found themselves unable to sell at a fair price while still being expected to continue paying charges on an empty home.

He said: “There must be more transparency and fairness in what people are paying for, and the services provided should be of good quality and actually meet the leaseholder’s needs. We welcomed the Leasehold Reform Act brought in by the previous Government and now urge the current Labour Government to ensure it is fully implemented.”

Cllr Jake Chandler echoed those concerns, drawing attention to new and established developments in St Andrews, Tadpole Garden Village, Blunsdon Abbey Park and Abbey Farm. He described how residents in some areas have been hit with unexpected costs, including a transfer of services totalling more than £170,000 before one estate was even finished.

He said: “These are not isolated cases. With rising living costs, reduced winter fuel payments and mounting energy bills, it is vital that leaseholders – especially those in retirement communities – are not left carrying unfair financial burdens. If pressing this issue with the Government leads to change, then we will have done right by residents across the Borough.”

The councillors’ joint call for action highlights the growing pressure to bring clarity and fairness to an industry that affects thousands of households in Swindon and beyond.
