Swindon Borough Council Faces Unprecedented Budget Cuts for 2024-25

Swindon Borough Council is grappling with the daunting task of implementing the most substantial spending cuts in its history as it formulates the budget for the financial year 2024-25.

The council has already pinpointed reductions amounting to £18 million for the upcoming budget, with the potential for an additional £14 million in savings.

The pressing need for these severe measures is attributed to a surge in demand for council services and a higher rate of inflation. Simply maintaining the current service levels from the 2023-24 budget would impose an additional burden of £4.4 million on Swindon taxpayers.

The gravity of the financial situation is detailed in a report to be presented to the council’s Labour cabinet by Councillor Kevin Small, the cabinet member for finance. The report urges the council to acknowledge its precarious financial position, emphasising the immediate necessity for decisive action. Furthermore, it notes the uncertainty surrounding the funding position, pending the publication of the Local Government Settlement for 2024/25.

Councillor Small’s report sheds light on the challenges posed by the growing demand on the children’s services department. He states, “In line with the national picture, the largest area of expenditure pressure in 2024/25 relates to children’s social care due to increased placement costs as a result of a national shortage of suitable provision at the right level, resulting in higher cost placements. In addition, the improvement plan, linked to the Ofsted inspection findings, has identified the need for a significant increase in staffing.”
