Public Asked for Views on Proposed Ban of Unauthorised Car Meets in Swindon

Unauthorised car meets in Swindon could soon be a thing of the past as Swindon Borough Council launches a consultation on a proposed Public Spaces Protection Order (PSPO). The order would grant police and council officers greater powers to prevent these gatherings, which have been linked to dangerous driving, anti-social behaviour, and even injuries.

Between July 2023 and July 2024, 45 car meets were reported across the town. These events, often attracting large crowds, have led to reckless driving and speeding. In one instance, a participant sustained serious injuries, and there have been multiple near misses. Recently, one such gathering at Barbury Castle resulted in extensive damage to the grass surrounding the car park, highlighting the broader impact of these events.

In response, Wiltshire Police and Swindon Borough Council have been running targeted operations to crack down on the issue. However, authorities believe more decisive action is needed to deter offenders and stop the problem from escalating.

How the Proposed Ban Would Work

If introduced, the PSPO would make it illegal to organise, promote, or attend an unauthorised car meet. It would also prohibit vehicle owners from allowing their cars to be used at these gatherings, including parking up to spectate. Breaching the order could result in a Fixed Penalty Notice of £100, with a reduction to £75 if paid within 14 days. Enforcement would rely on in-person policing, CCTV surveillance, and body-worn camera footage.

Swindon Borough Council has been working with Trafford Council in Greater Manchester, which has successfully implemented similar measures to curb the issue in its area.

Seeking Public Input

The council is now inviting residents to share their thoughts on the proposal through the ‘Let’s Talk Swindon’ website. The consultation is open until Monday, 24 March at 5pm, and feedback will be taken into account before a final decision is made.

Councillor Jim Grant, Cabinet Member for Communities and Partnerships, said: “Unauthorised car meets have increased significantly, with five times as many reported incidents in 2024 compared to the previous year. This poses a serious risk to both participants and the wider community.

“A PSPO would give our officers and Wiltshire Police the tools needed to take swift action. We want to create a safer town for everyone, and I strongly encourage residents to have their say on this important matter.”

Inspector Joe Senior of Wiltshire Police added: “We recognise that responsible car enthusiasts meet legally and without causing disruption. However, the reckless behaviour seen at unauthorised car meets cannot continue. This PSPO would target those who engage in dangerous and anti-social behaviour, not lawful car enthusiasts.”
